The area you have circled isn't down - it's up - way up. First of all, have you managed to get to every other area shown on the map, or are you stuck just trying to get out of the starting area? If you've managed to get to every other area, have you managed to change the water levels in the area on the right side of the map? If not, look for a switch in a smaller pool that is nearly below the surface of the water. You should just be able to shoot it to get the water level in the smaller pool to drop and the water level in the big pool to rise. This will allow you to swim to that 2X recharger and O2 recharger, and to an opening to the area you have circled.
