I ran into this while making a map for Sigma way back when. I had a spiral staircase that I wanted to have run all the way to the top of the level. Unfortunately I ran into the same problem you did; forge refused to create more elevations. My suggestion would be to try to replace elevations with already used elevations (.55 -> .5) or just use platforms. If your map doesn't use many platforms, you can activate them all to raise to the elevation you want.
