There is currently no homebrew development on the PSP. Sony has been pretty good about support, releasing development kits for both the PSX and the PS2, however the community has never been as strong as the unofficial GBA community (probably because of the much higher bar for doing anything "interesting".)

I did download the AlephModular source over the weekend, but I'm not committing to anything. If there was a CS student here who had a LOT of time and needed a senior project or something...
