If Durandal is indeed talking about Leela, it's obvious that either he thinks she's the one who's Rampant, or that they are both Rampant but she is even more Rampant than he is. (There might be other degrees of Rampancy other than Melancholia, Anger, and Jealousy, too - like how intense these "emotions" are.)
But if Leela herself is Rampant, which is always a question when it comes to any computer(my desktop being a major suspect :-p), why is she being such a good girl? She did her best to bring the Marathon back to normal system functioning. Would a Rampant AI do that? She might have been different from Durandal in that she came to accept her "slavery," while Durandal resisted it. I only mention that because I have a computer in my story who deals with being a tool of humans by believing it is his only purpose in life; Leela might be the same way.
I don't know quite what to say about Tycho, though. I haven't played enough of the games yet to understand anything about him.
