The map where nothing spawns

I made a network map yesterday. It turned out fairly well, except for one thing: Nothing ever spawns there. No weapons, no ammo, and no monsters. (not that the monsters matter in a network game)

The setup for the item spawning is mostly like this: (pistol setup as example)

initial count: 0
min count: 4
max count: 16
% appearance: 95
X inf available
X random location

I made a simple 10-poly map just to see how this worked - and I ended up with pistols all over the place. But not in the map I made yesterday.

Today, I started making the map from scratch, thinking maybe the map had somehow become corrupted. After laying down the first 80 polies or so, I decided to test it and see whether I could get the pistols to spawn in this newer, unfinished (and therfore smaller) version. But no, the weapons do not spawn.

Does anybody have any idea what's going on here?
