That actually makes small images like that really ugly. There are programs that can change a small image like that into a vector and then it can be resized cleanly, but such programs are expensive and not very common. And beyond that, the image uses transparencies, which don't usually work well with resizing. Antialiasing the image when resizing would destroy the transparency, and not using antialiasing would make the image really, really pixelated.

Here's an example of that image blown up by 1000%. Not pretty.
