Sounds like you somehow made your way through past the fourth pump without actually activating it. I just checked in Forge and that doesn't seem to be possible, so I'm not sure exactly what you did. Looking further, it appears that it is possible to activate the fourth pump switch and open the door into the rest of the level without activating the other switch in that room that you're supposed to activate first, but that other switch isn't marked to *have* to be activated in order to trigger victory conditions.
All I can say at this point is to double-check that all eight switches in the four rooms around the center have been activated. When they have been, the terminals should all change to another message, and the one at the far north should activate. If not, then it looks like something went wrong somewhere in that level and you may have to start it over with the level-skip.
