It's not that she is insane, but she's definately... different after absorbing all of the library's data in the first Halo. It's true that activating the Halos would be bad for everyone, and perhaps she's only working with the Gravemind because it's the best solution _right_now_. Anyway, I'm not really up for speculating on her plans because I just have no idea. ^^;
