Well, if we're talking about "hardest" in terms of hits they can take. I'd have to say the hulks are the hardest. You have to empty a lot of shots into them before they go down.

If we're talking about "hardest" in terms of difficulty, then I'd have to go with the blue enforcers. Not only do they take a lot of hits, but they shoot just as well as the other enforcers and they go out like a nuke when they die. As I'm sure we're all aware.
