Thanks. Clarification time: What does "operations" and "science" entail on a ship?

Hypothetically speaking, if the UESC were to send non-military personel offship to delve into Jjaro technology... I'd presume the use of Blue is a given. However: Would Engineering also be applicable? Operations in my mind is similar to "command", yes?
