That sounds like an inappropriate use of XML. It's intended for storing data while it's being transferred between two very different storage systems, or for data that is usually going to be edited by hand by a human. Unless you're doing a lot of normalization and maybe gzip/bzip2ing it, it seems like you'd end up with gigantic, slow-to-parse map files.
