I think I stated this way back when, but the recharge feature of the mace is a secret - many will find it, but most probably won't - unless you can make it work without having to look up. I would still tend to favor a limited number of traditional recharges, with the mace more as a bonus, but I'll defer judgement until I see RED 1.1b2. Again, infinite use of the mace makes the back half of RED trivial, which I assume is not what Ian intended. Limited recharge makes more sense, but I would hate to have this dependent on making an accidental discovery - or reading these posts ;^)
