If you had a cavity at the center of the earth, then you'd effectively have a very thick-shelled hollow sphere, and inside that cavity there would be no gravity. But if you've got what's effectively a giant building, full of hollow spaces (rooms) but still fairly evenly dispersed mass around the whole thing, then I believe you'll have something close to surface gravity throughout most of the structure. As you got closer to the center, the floor, or at least gravity, would seem more "bent", but it'd be just as strong. If there's an actual hollow space in the center of the structure, there will be close to null gravity there, though (not exactly null unless it's a perfect sphere at the exact center).

Also consider that since you're taking the same mass but spreading it out a lot more, your density goes way down, and thus so does your surface gravity (and, in the giant-building scenario, the gravity throughout).

With #3, you'd have much lower surface gravity, and a much thinner atmosphere. You'd also have to deal, in any of the cases, with the loss of geothermal activity which helps keep the Earth warm, the loss of the magnetosphere (with no spinning core), etc. And of course with the fact that it'd be rather hard to build a structure like you're talking about entirely out of the stuff Earth is made of - plain old rock isn't really strong enough to build megalithic structures out of, you need diamond or Carbon-60, or adamantium or scrith...
