That side room is the key. You must visit one of the polys inside that room. That door is opened by a switch in another large warehouse room back up a few streets from HQ. Backtrack along the streets away from HQ until you come to a large warehouse door that is opened by the enemies inside. It should be at one end of one of the streets. There is a tiny door next to the big door. Inside are some hellacious enemies and a switch that must be hit. That opens the small room in HQ. That switch though is light-dependent. The switch that activates it is inside the building at the other end of the street. It is a small yellow switch back behind what looks like a secretary's desk. Hope this helps.

I am not aware of any walkthrough, though I do have vid films for most of the levels of Excalibur posted at Fileball. Feel free to download those for help. Unfortunately, you are rapidly approaching the five levels I could not vid. Even so, this scenario is fairly fresh in my mind since I played it not too long ago and produced those films.
