Well, in that case the map may NOT be encoded. You could try simply changing the type and creator of the map file and see if it will open in Forge.

Anvil is the tool that does physics files.

If I may add... if you don't know what to do with res edit, I think you need to read up a bit before undertaking what you are trying to do. Sure, I can say that I want to add a supercharger to my car, but if I don't know how to use a wrench, I better learn how to do that first. Right?

In any case, all SDL maps are conversions of the original Mac files... why don't you go to the marathon archives or fileball and find the original mac file instead?
