There's an easy way to make scanlines built right into Photoshop, and there's a good way to do it that I'll link you to.

The easy way is to create a new white-filled layer as the topmost layer. Then make sure you have black and white as the foreground and background colors, and go to the Filters: Sketch: Halftone Pattern. Set the halftone pattern to "Lines", set the thickness of the lines (smaller is usually better) and hit OK. The white layer is now filled with a blinding, annoying set of alternating white and black lines. Set the blending mode of this annoying layer to "Overlay" or "Soft Light" and see how it looks. You might need to fiddle with layer opacity or levels to get the look you want.

See the link below for a tutorial on a more flexible but more time consuming method. There also used to be an ass-kicking "TV" filter that did static, scanlines, ghosting, the works. Can't find a version that works with PS 7 or later though :(
