The Mill was closed to protect it from those that sought to hack it and is unrelated to other happenings at Fileball.

Fileball's mission is to give mod authors an online tool to showcase their wares. The intention is to provide authors with feedback tools such as a rating system, a review system and a collection of forums; as well as to host their files in a manner the authors can control. That includes providing a web page for each file that can be used for hawking their merchandise. If you want a game that has freely available modding tools to be represented at Fileball, then by all means suggest it in the general Fileball forum. If there is enough interest in it maybe Frigidman will take notice of it.
