If I had to guess or bullshit up an answer, I'd say it's because at the time of construction its possible that the S'Pht couldn't float, or couldn't float very high. Perhaps once they were enslaved by the Pfhor their uh...floatability... was increased to make them better servants.

Also, the staircases were convenient for the Fl'ickta, who could not float, but were left behind to inhabit or maintain the S'Pht infrastructure.
