It would make sense that the Flood are unable to put put themselves into stasis as that would invalidate the Halos' method for destroying the Flood. If the Flood are able to go into a natural hibernative state, then killing off their food source wouldn't seem to be an effective way of killing the Flood. They'll just go into stasis and wait for more hosts to arrive.

If you operate on the idea that the Flood use a sort of hive mind to coordinate the entire group, then each new infected host raises the overall intelligence of the group (kind of like an additional synapse). So the hive mind, and to some extent the individual drone, gains the information stored in a host. As the hive mind grows in intelligence, it increases its ability to utilize that information.

Well, it's one idea.
