Well, from what I understand; in the past in Scotland, parties were held on river banks to cook and eat Salmon, and a metal 'kettle' was used to cook the fish in. A different or whole new 'kettle of fish' is effectively a different 'party' and therefore something new and separate from the current 'party' or occurrence. Kind of like 'a whole new ball game'.
