Maybe the weapons are not on Halo. Maybe all Halo does is send a signal to the weapons and Halo can only send a signal to the weapons within 25,000 LY. Halo is only the trigger to the superweapons

The weapons go off all over the galaxy, escaping ships would be caught in between many explosions. To an observer on Earth, for example, it might appear as an enormous implosion. How do you escape from the inside of an implosion? Sure you have thousands of years to think about it, but there is nowhere to run.
