She's also a highly sophisticated insurgency program, designed to infiltrate databases. Her overall look sort of resembles the spartan armor as well...
This could be the reason her outer appearance is minimal, sleek in fact.

It's funny but her color changes are just a way to illustrate her more human qualities, the fact that she gets angry or sad is not unlike a visual point counter-balancing the non-emotional aspect of MC. A great way to express the thoughts of MC and the events of Halo without making MC look like a complete wuss.

I wonser if Cortana will look funkier with the evolution of the Halo engine. How can they make her look better?
