The weapon respawn is not an un-practiced thing, every game has it and every game will have it...remember goldeneye? when you picked up a weapon or a box of ammo it would take 20 sec to re-pop. Same with halo, only Halo isn't a repop, its a refresh.
Eg. Once I was playing a CTF and I went to use the sniper, I climbed on the base and grabbed it, but as soon as i picked it up, a seconed re-apeared under me!
I assume this doesn't happen all the time, it's hppened once or twice to me...but it does exist! What I think it is, is maybe its a 2:00 refresh! Could be...
As per crazy king, isn't the default wepon set no sniping? I can't remember...and I'm assuming you're talking about battle creek is the map you were playing when you made this discovery. In that case (saying it was) perhaps the designers just felt that there was no need for the sniper, and as for no weapon at all, perhaps they decided that that specific game was already intense enough without another weapon.
