Ack, hold it. Those times were all tested on Blood Gulch. I just tested the Rocket Launcher time on Battle Creek, and it clocked in at 2:00. So either the respawn times differ between levels, or I timed the Blood Gulch Rocket Launcher respawn time incorrectly. I'm going to do a more extensive experiment and determine the problem. I'll report back later.
