I went ahead and performed a series of experiments in 2-player Multiplay, and I've determined that you are indeed correct. The respawn time for both the Active Camouflage, and the Overshield is set at exactly one minute. The respawn timer is in a constant loop, and picking up the powerup does not reset it. Hence, it is theoretically possible for someone to pickup a certain powerup while the timer is at 59.99 seconds, and have it reappear nearly instantly.

I'm going to go ahead and test weapon respawn-times now.

: One time my friend drove up to a cloak, got out to pick it up, and
