I agree with most of what you are saying but it is easy for groups to lose technology wihtout dying off compeletly. Take for instance Americas lose of ability to go to the moon since we do not have many working Saturn rockets and the people that orignaly made them have all died. For us to go to Mars on a manned rocket we would have to start from the beginning. We could still do it but it would take awhile.
This brings me to my second point. If Halo was used it was because the Flood had gotten to a point where they could not be controlled. This would tell me that Forerunner society would have been devastated by this outbreak. This would point to them lsoing vast amounts of thier technology depending on who the flood killed first. The biggest problem is how the forerunner got themselves to earth and why the were not killed by the Halo's destructive power. But it would explain why the convenant call humans devils since they would know we are descandants of the people that tried to wipe out all life in the universe.
