The number "04" — as in, Installation 04. That implies, obviously, that there's at least three others, but also that there's more than ten — otherwise, why ZERO four?

My personal thought is that shields are impervious. Elites have theirs dropped before being infected. Consider the Master Chief. Infection flood explode against shields, according to the "Flood Guide."

That may have been a secondary function — certainly important, but along the lines of storing the codes to a nuclear weapon in the base vault. It's just the most logical, and probably most secure place.
