GS refers to this Halo as 'Installation 04'. While that doesn't necessarily mean there are at least 3 others, he says

"Technically, this installation's pulse has a maximum effective radius of 25,000 lightyears. But once the others follow suit, this galaxy will be quite devoid of life."

This implies that 1) there are AT LEAST 2 others besides this one, and 2) there have to be enough to cover the entire galaxy, at 25,000 lightyears a pop. The galaxy (we're still in the Milky Way) is about 150,000 lightyears across... so you're looking at considerably more than 10 to cover everything.

(Which begs the question, once again - now that the Halo is gone, what's gonna protect THIS 25,000 lightyear sphere?)
