When you exploit bugs, whether they be button combos, or ways of getting out of the intended play space (e.g., superbouncing in Halo 2, getting under the stairs on The Pit in the early days of Halo 3), it's cheating. This only applies to Matchmaking. When you manipulate bugs and other flaws to gain an advantage in MM, you are ruining other people's time. Precious time, which cannot be recovered once lost. Time they paid good money for. It's perfectly fine if you do these things in Customs since you're on your own time and thus not harming anyone else. It's also fine for Campaign, since you are again on your own time.
