It certainly can be considered cheating in some interpretations. For example, you could compare them to speed-runners only use the regular path (thus getting a, understandably, much slower time) and clearly call them cheaters, for one. But I believe even you think those are exploits which are somewhat unfair, even if you do not consider them "cheats", which was pretty his point all along (i.e. unfair use of glitches and mal-programming is bad).
