They've been made like that to some degree since Halo 3. I remember reading something about how it developed from a tool made so the less technical people at Bungie could change maps if and when they needed to. It doesn't take a pro (at making or playing games) to see how it could save a lot of time, and assuming the collision is set up right, careful use of a Forge-like system should actually lower the chances of there being hiding spots (that don't involve fake geometry) less likely to be in a map, because now it's not a matter of someone forgetting to add 3.4 to the Y coordinate of something, it's a matter of "oh hey there's a hole there, I'll grab a 'rock, small' and fix it". Careful use also tends to shake up the way textures show up, so you don't get a distracting "wait is that the same rock as bef- ughk" moment that might get you killed.
: Shouldn't a solid, hearty map be made super-tight? yeah, pretty much... I kind of missed Carney-holes and little out-of-the-way areas as they disappeared in Halo 3 and Reach, even though I didn't know much about them, but this isn't the way to scratch that itch, if indeed it should even be scratched
