If the complaints were less frequent, it was only because game devs knew that their audiences of the time would have ripped their heads off if Halo 4 buttons showed up in a fluid action game.
Halo is a game where you move. The term "run and gun" has been applied quite aptly to it. It's more or less the same issue people had with AL in Reach; even if it's very brief, it's a break in the natural mechanical flow of the game. Bungie did at minimum require some neat vignette to justify breaking the momentum, and they were careful to pace it around action to not feel like anything was being broken. Whereas Halo 4 will drop push the button demands in the middle of firefighty areas. By itself, it's not a huge issue, no. But for many of us, it is strictly problematic and does not add anything to the game, and seems to aim toward a scary game design philosophy. Even if it's not all that damaging to the game, its implications for the direction of Halo as a series don't seem great to us. It's the sort of thing that should be attacked before it grows into something awful.
