In Response To: Gameplay Reasons. Also Jackal stuff. (Rice) : Gameplay - The Promethean forces are the new enemy in Halo 4, and are treated : as the 'Big Bad' when it comes to scenarios. They're the leaders, and they : have more numbers. You fight them more than the Covenant and the game is : tailored to create an illusion that they're more difficult by lowering the : combat effectiveness of the rest of the enemies. That was my suspicion too, but it's rare you'll ever encounter Elites and Knights in close proximity, so it feels like an unnecessary change.
