I've had some good tense classic Halo standoffs : with high ranking Elites in 4. Ones where they harassed me and chased me : and rushed me. In Reach, if you tried shooting an Elite — any kind of Elite — with a ranged weapon, they would run for cover as soon as their shields approached empty. They'd duck, dive and evade. It made them a really formidable foe, because you had to get a bit closer to take them out, which naturally increases the personal risk to yourself. In Halo 4, they stand still. Literally. I've killed numerous Elites of all ranks with the DMR (and its various clones) just by repeatedly shooting them in the head, then once the shield pops, one shot to the head and they drop. Only a couple of times did they ever react by evading, and never did they seek full cover — which meant it was still possible to finish the job at range just by tracking my aim across. About the only time they become a more difficult foe is up close, but even then they're seemingly weak. I've killed numerous Elites with the Assault Rifle, which used to be more or less impossible on anything other than Normal difficulty because you'd run out of bullets around the same time as their shields popped, plus you were in serious risk of getting smacked by being that close.
