Because by my reckoning, you have just as much control between 0:23 to 0:50 as you do between 8:30 and 9:01. i.e. camera movement but nothing else. Yeah you press a button in the first sequence, but you also do during your very first Drop Pod sequence on 'Prepare to Drop' in ODST, and we know the timer there doesn't start until you actually leap out. Then again, on Reach, you were flying around in the Falcon for a good 45 seconds (with timer going) before you could actually walk around, but you had much freer camera control than the sequences in Halo 4... This is why we need campaign scoring.
