Testing in multiplayer ledging situations proves this. For instance, let's say you have a player standing on a light in the ceiling on Chiron TL34: Now if you were to stick their foot, which is still inside of the map, and if they were to jump right afterwards the plasma grenade would be out of the map before it exploded and would be "deloaded" instantaneously. This is what we have observed. The game doesn't want to deal with particles outside of the map. That includes plasma grenades stuck to vehicles/actors. Occassionally you can have half-explosions though, where the plasma grenade phases just barely outside of the map (not enough to deload) and explodes. We see this with Ghosts sometimes. If you throw a plasma nade behind a ghost and then stick the top tip of the seat, when it flips over the plasma nade will be pushed out of the ground. However, sometimes it's just barely pushed into the ground, and the Ghost can be seen to "twitch" when the plasma grenade should explode. This would be a "half explosion". The half explosions aren't entirely understood, but it's thought that the half explosion is the result of a plasma grenade exploding while outside of the map (which isn't even really supposed to happen). I don't know if half explosions deal damage, but I'd wager that they do. It'd be interesting to do an experiment using turbotabbing to see if plasma grenades actually deload when they're stuck to a player outside of the map or if the only thing we're observing is the explosion being dampened. Here's a video of some snuffing and half explosions:
