It's training material for retailers, not just MS Staff. ExpertZone requires (among other things that

you are a retail sales professional currently employed by a retailer Microsoft has authorized to offer Xbox or Microsoft products and services in the United States or Canada (an "Authorized Retailer")

You must sign up for an account, and provide details of your employment, to get access. You agree, when you do this, to abide by the rules of the site (I don't have access to them, but I'm nearly positive they include not publishing content you find on the site). THIS is why it's a 'grey area'.
