Cutscenes are rewards

That is their first job, but it's foolish to think it is their only job.

If someone presented you with Pillar of Autumn from CE and said 'play this because it's fun' a lot of people would struggle to see the point of taking up this new challenge when they (potentially) have so many others they are already familiar and comfortable with.

If you presented them the same level and said 'complete this level and you'll unlock the next one and simultaneously discover parts of a sci-fi story.' Then they might be more compelled to try it and have fun shooting covenant in the face along the way.

John Hopson's point was that even if you don't realise it, you're going to be creating those reward systems - so you might as well realise it and do it well.

For example, in Mirror's Edge there are time-trial leaderboards (which I know you enjoyed going after) - the developers fabricated that reward. That sense of progress and accomplishment as you lower your time and rise up the global ranks.

Now, you'll say - like with Halo - people would have speed-run Mirror's Edge anyway even without an in-game leaderboard. However, since the developer has sign-posted it, made it convenient, and 'official' a lot more people have tried it because of that in-built reward system - and a lot more people have had fun because of it.

It seems like a complete waste to me (and to people like John Hopson) to allow elements or ways of thinking about your game go completely unused because people don't realise those options are there or don't initially see the point because it doesn't fit into any higher goals.
