Yet again, balance is the answer. Named Spartan IVs will only die in scripted sequences, and "grunt" S IVs will be mortal in-game. Everything we've seen so far about the S IV program suggests that their numbers are going to be significantly greater than previous generations (maybe on par with the S IIIs), but given the volunteer nature of the program and the fact that it uses adults, they can't possibly be as effective either in training or augmentation as the previous classes, so "very effective ODSTs" seems like a good description.
