No telling how long the trip is right? It took weeks to get from Earth to the Ark so I'm supposing the same on the reverse trip. Yes, the Arbiter did go to the bridge, but then, the bridge and the lower hangar were the only interiors made for the Dawn and the bridge was a 100% reuse of the In Amber Clad bridge mesh.
So plenty of time went by between the escape from the Ark and the forward half of the Dawn's descent to Earth, so the Arbiter had time to wander the ship more and leave the bridge.
If you want to see how the ship was split, the frigate in the upper atmosphere in ODST's opening cutscene is a reuse of the damaged Dawn and you can se that the bridge is a part of the back half with the Chief.
