Most of it was related to technical issues (streaming, syncing glitches, animations, etc). "Saber was going to replace all character animations with mocapped data and add finger and facial animation." As you may know, the original game wasn't animated by fancy pants mocap tech. Since they were re-using the original dialogue, they had to try and get mocap actors (they don't say if any of them were the original VO actors, I'm assuming not) to accurately lipsync the dialogue. They ended up hand tweaking the results, which they still weren't too happy with.
