I dunno if its quite so severe. Its certainly possible to do a much better job than HW did.
C&C and Red Alert on the Playstation managed to keep most of the features from the PC version.
That includes hotkeys, though you were limited to 4 instead of 9.
That the game was also essentially 2D also helped in making the D-Pad pretty viable.
