Not really much of a reason, aside from the fact that it would be competing against RTSs that weren't simplified for the console.

The UI would have to be revamped, possibly losing the circle menu. Unless one wanted to rely exclusively on hotkeys, an interface similar to something from StarCraft or Company of Heroes would have to be implemented.

On the plus side, a mouse and keyboard means that you could implement staples of the RTS genre, like control groups and micromanagement.
