Because only touching 3 guns (and then making it so any change done to one reflects in the other ones) sounded like a good idea to them? At least when Bungie did weapon tweaks in Halo 2, they reworked the vast majority of the sandbox to make the changes work with each other. Reach 1.1 comes off as "oh hay i herd some people didn't like this", did the minimum amount of work, fixed NO bugs (Halo 2 1.1, H3 1.1 and 1.2 all fixed numerous bugs), and added marketing tie ins to help MS's bottom line instead of the playerbase. And the tweaks they did were done incorrectly. The sandbox would have remained intact if they had RoF locked the DMR instead of allowing it to shoot at optimum performance much faster than it was designed for.
