This is user error, no doubt. My explanation would be that at short range, it is much more difficult to see when the reticule has fully reset. At long range, the target is so far away, it makes it easier to see the reticule. If anything, my short range tests of 100% bloom are skewed towards the faster side of things, which actually hurts my argument. So I didn't do it on purpose, if that's what you're getting at.
