Not sure why this matters. A spam kill counts towards the score just as much as an "honorable" paced kill. If anything, the TU makes it harder to start spamming and win the battle, because you don't have to wait that much longer to correctly fire the DMR.

Here's an example. You round the corner and there within 40 feet is an enemy. You both see each other at the same time. The enemy starts to spam the trigger, you pace your shots. Assuming both of you keep the middle of the reticle on each other the whole time, after three seconds, who wins?

100% Bloom:
Enemy - In 3 seconds, can fire ~10 shots
You - In 3 seconds, can fire ~5 paced shots

85% Bloom:
Enemy - In 3 seconds, can still fire ~10 shots (max. rate of fire is unchanged)
You - In 3 seconds, can fire ~7 paced shots

So in the TU, I believe that by pacing your shots, you actually gain more of an advantage over the spammers. Yes, the maximum bloom of the spammer has been reduced, making his spam more accurate by 15%. But you are now more likely to win the battle because the 5 shots you need to kill him actually take less time to wait for the bloom. Instead of 3 seconds, you're down to 2 seconds to get the last accurate headshot. The likelihood that his spam will be able to win out over your 5 paced, and therefore very accurate, shots that now only take 2 seconds to fire instead of 3, has been reduced.

Now of course, all these numbers are rough estimates, I have not performed this experiment. But I might now that I laid it out.
