Also, vanilla Reach already had reduced bloom; you just have to crouch to enable it (accuracy-for-mobility tradeoff; sounds balanced to me). It took me a while, but after discussions with Wu, Narc, etc., but I came around to the opinion that everything being 100% deterministic all the time isn't a good thing. I think regular old Reach strikes a good balance between chance and determinism. I fell in love with the DMR because how deterministic it is is dependent on the player's firing habits. You can fire slowly for dead-on accuracy, or you can fire quickly, which trades accuracy for increase damage over time. It thus falls between the complete utter randomness of the BR and the totally deterministic zero-bloom gametype in Reach. The more bloom is reduced, the greater the number of shots land on-target at a given range when spamming the trigger, and therefore the less players have to pace their shots. 85% bloom makes the mid-range weapons far too accurate and effective, which in turn makes them too effective at ranges they weren't intended to be effective and causes them crowd out the other small arms. After all, why use your AR at closer ranges if your DMR is just as effective if not more so? 343i is effectively doing what Bungie set out to avoid when they designed weapons like the DMR.
