It's pretty weak how things end up now. A radio call tells you you are being redeployed to Sword Base, and Hasley tells you to deliver the last hope for humanity to Keyes. First of all, this is weak because our main group of characters does not discover this last hope, nor do they enable someone else to discover it, nor do they really have anything to do with it. In orbit, Dot tells Jorge that sword base is basically wiped out, and you can see the huge explosions. Yet, it turns out Halsey is okay after all. The spartans could have pretty much just chilled in sword base and not gone on any of the missions, and everything would still be fine!

The proper way to do this, would to have the data from the dead scientist you encounter on Winter Contingency be some sort of clue. They notice it's been copied by the Elite Commanders that took the girl hostage. Intrigued, Noble Team ventures under sword base to find a huge alien structure! The mystery unravels, and the purpose of the structure begins to reveal itself, and so Noble Team has to get to the data before the covenant find it themselves! We also have some dramatic tension here: the decision between investigating the mystery, or fighting the war outside. Certain members of Noble Team might be conflicted, with a few thinking it's a wild goose chase and wishing they could help on Reach's surface, torn by listening to what's happening to the cities but not helping. For instance, Jorge could recognize the potential importance of the data, while Emile thinks searching for it is bullshit while the Covenant are blowing up the planet. By the end though, Emile will come to understand how important it is, and so his sacrifice in the end would be more meaningful.

As it is now, Carter and Emile really don't have any reason to give their lives. They know nothing about the Package, nor are they told exactly what it is - only vague terms. Carter doesn't even like Halsey. He threatened her in the Sword Base opening cutscene because he though her priorities were mixed up. So for him to take what she says on faith, and not question or try to understand it at all, makes no sense. If however, Noble Team made the discovery, then they would have all the reason in the world to give their lives to make sure it got back to the surface.

This would give the game a kind of neat feel I think; where you're underground most of the game fighting to get back to the surface. When you make it back, the Planet is devastated.

That's just one way it could have been done. The point is, that Noble Team needed to drive the plot forward themselves. That's the biggest disappointment when it comes to the story - the main characters don't act or make decisions that move the plot or story, nor do they have any personal investment in seeing it completed.
