For some reason they seem to want to start literally in the same place the last game stopped in, which seems to write themselves into a corner and having to change the internals like that. They did it to themselves, there's no reason to literally start the game at that point. Jumps ahead like 2 and 3 make sense, and they even used it for ODST.

Maybe they need to train people more in how to imitate Bungie's artstyle for the rest of the games. Retro did it for DKCR and you can tell where it helps that they're taking cues from Rare's DKC1-3 designs. 343 needs to do the same.
