It has to form and control squads and manage an economy and it does try different strategies when the old ones don't work.

What I'm saying is that Bungie added squads and squad management to Halo. That may have been fairly new for an FPS but its bread and butter for a RTS.

I think that Bungie exacerbate the problem by expecting the NPCs to live up to human roles. They ask them to play characters, be awesome Spartans, etc. They can't carry that weight. Maybe only Valve have managed that task.
